Letter from Executive Director
On Friday, March 13, the day after Governor DeWine closed schools due to the Covid-19 crisis, a group of about thirty individuals assembled in the Foundation’s conference room to formulate a plan to feed the City’s 2,000 children who relied upon meals provided during their school day. In ninety minutes, eleven sites were identified. They were strategically placed throughout the City and alongside Sandusky Transit stops. Groups like Boys & Girls Club, the Salvation Army, Nehemiah Partners, and Community Youth Mentoring volunteered to “adopt” the locations, picking up freshly prepared lunches daily and distributing them to our community’s children. These groups are still serving lunches as we release this report in June.
Throughout this crisis, this gathering keeps coming to the forefront of my mind. It demonstrates the power of a community that cares and is willing to do whatever is needed to support its most vulnerable citizens. It was the last time we would host an in-person meeting in our conference room for the foreseeable future. It helped to illuminate and to define the role that the Erie County Community Foundation would play in helping to support our nonprofits through and beyond the pandemic by creating an Emergency Response Fund and making grants quickly to address their increased capacity, especially with added food distributions, and need for items like Personal Protective Equipment.
This is not the 25th Anniversary year that we had carefully planned. Like every other organization, we have needed to shift, pivot and adapt our work, adapting to online Zoom meetings and remote staffing as we keep the Foundation moving forward. Yet, this milestone deserves to be observed, and it will be. We look forward to the time when we can come together again, in person, to celebrate, but we will be sharing reflections via video throughout the remainder of 2020 that honor our past and point us to a brighter future. This report is a reflection on our founders, our long-time commitments to improve the community, and a nod to future generations of philanthropists.
Today, the Erie County Community Foundation is strong. 2019 was a healthy year where we received $1.7 million in contributions and welcomed sixteen new Funds into our family. Over $1.25 million was distributed in grants with $118,000 going to students pursuing higher education. We are ever grateful to our contributors and our local foundations for their continued support of our work and appreciate the foresight of our founders who created this permanent resource for giving in Erie County.

Sandusky State Theatre Thrives With Community Support
The State Theatre is an icon and cultural hub in Sandusky. Built as a vaudeville house nearly 100 years ago, the theatre has been a nonprofit in its current form since 1988. Between 30,000 and 40,000 people pass through its doors every year for film screenings, large-scale concerts, Broadway national tours, children's arts education programs and other diverse programming.
Like most large historic theatres in small towns, the Sandusky State Theatre has endured years of financial hardship. The Erie County Community Foundation has shared a special relationship with the theatre since the foundation began in 1995. From 2006 through 2016, the Foundation helped to save the theatre from closing its doors due to financial losses with strategic, legal, and financial support.
“The theatre has fallen on tough times throughout its history,” said Chris Parthemore, executive directorof the State Theatre. “But those days are well behind us thanks to ECCF and other foundations in town. They’ve been able to help us stabilize our finances."
ECCF also holds the theatre’s endowment and has invested over $200,000 in grants for productions, capital items and general operations. One such grant helped upgrade the facility’s computers and operating system. This provided better customer service and easy ticket sales using an upgraded software made especially for theatres.
While the theatre is shuttered during this pandemic, Parthemore has focused on making the best of a bad situation and using funds to renovate the historical landmark. In the last three years, the box office, star dressing room, main curtain, sound system and lighting have been renovated and the theatre was able to put a large public mural on the back of the building. The green room is currently under construction and will be followed by general reupholstery and building maintenance.
It’s because of these renovations and grants that Parthemore has been able to bring Broadway national tours, like Finding Neverland, to Sandusky and host bands with international reputations like The Wailers.
“[ECCF] is one of those cornerstones,” said Parthemore. “Without them we wouldn’t be able to provide nearly the same level of programming that we do and it would be a lot harder to take care of this beautiful landmark.”
Parthemore hopes to have the Sandusky State Theatre completely renovated for its 100-year anniversary in 2028. With the help and support of the community, the theatre will endure once again.
ECCF Tackles Food Insecurity During and After the Pandemic
Food insecurity is a measure of the lack of access a household has to provide enough nutritionally adequate food for its members to lead active and healthy lifestyles. On average, according to Feeding America, 13.8% of households in Erie County are considered food insecure. With the economic disruption caused by the coronavirus pandemic, this number has skyrocketed.
Since its beginnings, the Erie County Community Foundation has helped support nonprofits that are fighting food insecurity. As members of our community turn to local food banks and distribution services for assistance, ECCF is there to help.
The foundation works with several organizations who are finding creative ways to distribute food to our most vulnerable citizens. From building capacity at Second Harvest Food Bank to supporting hot meals at Boys & Girls Club of Erie County and kids’ pantries with OHgo, ECCF believes in developing a community where healthy food is available to everyone. The pandemic has put this belief in focus more than ever before.
In mid-March, right as schools were closing and the reality of the coronavirus was beginning to settle in, ECCF called a meeting with 30 people from different community organizations. The goal was to form a plan to address the anticipated high levels of food insecurity from closed schools and lost jobs. Attendees ranged from police officers to members of the Parks and Recreation department and a number of representatives from local organizations.
The group worked together to determine an immediate plan of action for sending school lunches to kids at home along with extra food for family dinners. Led by ECCF, these community members came together to coordinate food pantries and delivery logistics in a very short period of time.
“It was just amazing,” said Julianna Chase-Moorefield, director of Second Harvest Food Bank. “I look to ECCF as having the ability to be a community convener that starts a conversation and pulls people into it. Being able to facilitate these conversations is so critical and so needed, especially during a pandemic.”
Under Chase-Moorefield, Second Harvest receives annual funding and support from ECCF for their hunger relief efforts. They regularly serve 13,000 people per year, with that number expected to almost double in 2020.
With ECCF’s support, Second Harvest has been able to set up mobile food pantries that feed 900 to 1,000 families at a time. They have distributed vast quantities of food quickly at public spaces like sports stadiums and schools.
Even after the coronavirus becomes a memory, ECCF will continue to fight food insecurity among our most vulnerable citizens, including those who depend on Second Harvest for some or most of their meals.
“[ECCF] allows us to support our food pantries and distribution year-round,” said Chase-Moorefield. “Funding for the pantries goes up and down. By the end of the year this crisis will be less of a focus. ECCF helps to keep those ebbs and valleys a little bit flatter.”
Spotlight on ECCF Director Emeritus Charles “Chuck” Rainger
A founder and a leader. These two words describe, to the briefest, Charles Rainger’s legacy, both at the Erie County Community Foundation and in the surrounding area. His time and presence in the community has helped the area to thrive in philanthropy, business and, most importantly, a sense of good- natured camaraderie.
Chuck grew up in East Cleveland, the first suburb of Cleveland, and attended Case Institute of Technology where he graduated in 1955 as a metallurgical engineer. Chuck spent the summers of 1953 and 1954 working in Sandusky at Sandusky Foundry and Machine Company (now known as Sandusky International). In 1982, Chuck became President and CEO of the business.
In 1995, Chuck was approached and asked if his company would support a new community foundation. He made a pledge and joined the board of the newly minted Sandusky/Erie County Community Foundation as it was known then. Chuck went on to serve for nearly two decades. “I wanted to get involved with the community,” he said. “You meet some great people on boards like this and you learn a lot about different charities. I wanted to learn about other charities, meet some nice people and do some good.”
In 2015 he was made a Director Emeritus. In 2018 Chuck co- chaired, along with Roger Gundlach,the Foundation’s efforts to find a new, permanent home. He remains involved with ECCF today, serving on the Investment Committee and helping to support the foundation’s efforts in hunger relief during the pandemic.
The leadership given to the Community Foundation is only one facet of Chuck’s positive presence in the community. He has been involved with the Sandusky State Theatre since 1989, as well as Leadership Erie County, the board of First Energy, Firelands Health System and The Foundation for Firelands. Chuck and his wife, Carolyn, are also longtime donors to the ECCF and have a Donor Advised Fund that they use to support several local organizations. Throughout his time spent living in Erie County, Chuck has enjoyed the benefits of the local small town atmosphere, with close proximity to his hometown of Cleveland. Chuck and Carolyn have three children and were avid foster parents for many years to over 40 children who passed through the Raingers’ home on their way to adoption. After years of raising a family, boating, traveling and fly fishing, Chuck and Carolyn are enjoying their retirement.
Chuck looks toward the future with the hope that the City of Sandusky and the ECCF will continue on a path of successful development. He has watched the Foundation grow from zero to twenty million in assets in twenty years, and has supported and led philanthropy efforts that have improved the local area immensely.
When asked if he had a message to share in this annual report, Chuck said “Be kind. I like that little phrase. Always be kind.”
Dawson Foster & Julie Barnes Foster
As third-generation business owners, Sanduskians and philanthropic leaders, Dawson Foster and Julie Barnes Foster are active supporters of Erie County’s growth and development. With two teenage children at home, Dawson and Julie find time to serve the community in various capacities, and carry on the legacy of their respective family businesses.
“Both Dawson and I grew up with a clear family philosophy of the importance of commitment to community involvement,” said Julie. “Our children are growing up watching us do the same. It’s important to us that they learn from us, as we learned from our families, that giving back is an integral part of living in a caring community.”
Julie’s family business, Barnes Nursery, and Dawson’s family business, Foster Chevrolet Cadillac, were both started decades ago by their respective grandfathers. Julie can remember when her grandfather set up shop, he told her mother that “When you decide to open a business and hang your sign up outside, the next thing you have to do is join your chamber." Dawson's grandfather, founder of Foster Chevrolet Cadillac, was nicknamed “Generous George,” because he was always helping a local organization, or club meet a fundraising goal. It is this emphasis on giving back that has inspired Julie and Dawson throughout their lives.
Today, Julie sits on Erie County Community Foundation’s Executive Committee and Chairs the Marketing and Development Committee. Julie also serves on the Erie County Board of Health and the Erie County Ohio State University Alumni Association board. Dawson was recently elected a Trustee of The Sidney Frohman Foundation, a private foundation that serves Erie County with a special focus on education, and Sandusky City Schools. The goals of The Sidney Frohman Foundation are focused on supporting humanitarian needs, scholarships, education and other projects benefiting the citizens of Erie County
Throughout her time on the ECCF board, Julie has worked to make the Foundation’s work visible in the community. She has worked on projects focused on children and has contributed to hunger relief efforts. She is most proud of her work related to the $25,000 anniversary gift made to the Erie MetroParks to enhance current trails and outdoor space with objects like “guiding stones” with inspirational messages, and small hammocks for children to lay in while they enjoy nature.
Most recently, Julie has been a part of the ECCF effort to create an Emergency Response Fund to assist with community needs arising from COVID-19. The community-wide coordination in a time of crisis is representative of the Erie County that Julie both knows and loves.
The contributions Julie and Dawson have made to ECCF surpass monetary value. Their time, effort and care directly contribute to Erie County’s growth and development and serve as an example for local business owners and community leaders as we move into the future.
“I think we’re a very strong community,” said Julie. “The last couple months have certainly challenged everyone. We’ve been forced to slow down, but it’s not a bad thing. We’ll come together and we’ll get back to business.”
“Lots of amazing changes are in our future,” Dawson added.
